<p>The Croatian real-estate market in 2025 is defined by strong price growth, regional diversification, and a noticeable shift in buyer behavior. According to Arvio’s <em>Market Analysis Q3 2025</em>, the first nine months of the year recorded <strong>85,562 property transactions</strong> across the country.<br><br>Breaking it down by quarters:</p>

<li><strong>Q1:</strong> 26,909 transactions</li>



<li><strong>Q2:</strong> 30,186 transactions</li>



<li><strong>Q3:</strong> 28,468 transactions</li>

<p>Although activity remained high, the total number of transactions in Q1–Q3 was <strong>around 13% lower</strong> compared to the same period the year before. This indicates a cooling trend driven largely by regulatory changes.</p>

Buyers rushed to finalize purchases before this deadline, making Q2 unusually active and causing a predictable <strong>slowdown in Q3</strong>.</p>

As highlighted by the Express portal, these insights come from an industry professional, making it no surprise that he points out the shortcomings of private accommodations.</p>






<h2 id="" class="wp-block-heading"></h2>



<p>Nevertheless, the data remains concerning. Pejović noted that last year already served as a minor warning, &#8220;but this year, the situation seems significantly different.&#8221;</p>



<h2 id="pool-villas-available-during-peak-season" class="wp-block-heading">Pool Villas Available During Peak Season</h2>



<p>Pejović discovered several pool villas, suitable for six or more people, available between July 27 and August 3. In Istria, there were 467 such villas, 387 in Kvarner, and 405 in Dalmatia. &#8220;In total, there are 1259 pool villas with nearly 5000 available rooms,&#8221; he emphasized.</p>

<p>To put these numbers into perspective, it equates to around 25 hotels with 200 rooms each. During the peak summer season, this would mean one of Croatia&#8217;s largest hotel chains being completely vacant, which is particularly alarming.</p>

<p>Pejović pointed out that hotels would typically have at least 25 sales and marketing managers equipped with the necessary tools and knowledge to manage the situation. Private owners often rely on price reductions, extending loans, and hoping for a surge in tourists due to global events, which is not a viable strategy.</p>



<h2 id="additional-issues-in-split" class="wp-block-heading">Additional Issues in Split</h2>



<p>According to Slobodna Dalmacija, during the Ultra festival in Split, it was previously impossible to find available accommodation. This year, however, three days before the festival, there were still more than 650 vacant properties in Split, many of which remained empty even during the event.</p>



<h2 id="high-prices-and-increased-supply" class="wp-block-heading">High Prices and Increased Supply</h2>



<p>So, what is causing the empty tourist accommodations? In Dalmatia, for the given period, there were 1985 available units for a family of four. One significant reason is undoubtedly the high prices, along with the increased supply of accommodations.</p>



<p>Croatia has nearly 440,000 registered apartments offering 1.2 million beds. Over the past ten years, the number of apartments has increased by more than 30%, contributing to the current situation. 										<content:encoded><![CDATA[<p>&#8220;Just a little more and you Slovenians will at least be ahead of the Germans in one thing,&#8221; was one of the jokes between me and a fellow agent when I attended the 36th Real Estate Forum in Croatia, organized by the Croatian Chamber of Commerce at the end of 2023.<br></p>






<h2 id="" class="wp-block-heading"></h2>



<p>A few months later, when all the data was compiled, my assertion was confirmed.</p>



<p>In 2023, Slovenians made 3,392 property purchases.</p>



<p>Far behind were the Austrians with 1,526 purchases, followed by the Czechs with 759.</p>



<p>The share of foreigners buying property in Croatia is 37%.</p>



<p>This number is likely even higher along the coast.</p>



<p>There is already a visible trend of declining transactions with foreign buyers when comparing the same period between the first half of 2022 and the first half of 2023:</p>



<p>GERMANY &#8211; 25%</p>



<p>AUSTRIA &#8211; 29%</p>



<p>CZECHIA &#8211; 16%</p>



<p>HUNGARY &#8211; 17%</p>



<p>POLAND &#8211; 14%</p>



<p>The total number of residential property transactions in Croatia in 2022 was 30,000.</p>



<p>In recent years, there has been a noticeable increase in the purchase of building plots.</p>



<p>In 2020, there were 14,000 purchases, 19,000 in 2021, 23,000 in 2022, and 11,000 in the first half of 2023.</p>

<p>Floods are another natural hazard that can cause significant damage to properties in Slovenia, especially in river valleys. Additionally, the number of parking spaces has decreased due to the acquisition or rental by companies involved in car-sharing, with many reserved for government and embassy vehicles.<br></p>






<h2 id="" class="wp-block-heading"></h2>



<p>Another contributing factor to the price increase is that buildings constructed 20, 30, 50, or even 100 years ago rarely have guaranteed parking nearby.</p>



<p>Some parking spaces/garages in the center of Ljubljana have recently sold for as much as €35,000. In 2020/21, the prices were between €18,000 and €25,000 in the exact location. In 2013/14, garages in the same area sold for €9,000 to €10,000.</p>



<p>This represents a 250% return.</p>

<p>While most people have invested in buying apartments, purchasing a parking space or garage might have been an even better choice.</p>



<p>Putting aside profitability, owning multiple parking spaces was a safer bet from a risk perspective.</p>



<p>If you invested €100,000, in case of liquidity issues, selling one out of ten parking spaces is easier than an apartment.</p>
